The Assistant City Manager serves as the secondary executive officer for the City. The Assistant City Manager is hired by the City Manager and is responsible for assisting the City Manager in the day-to-day operations of the City and implementation of the goals established by City Council.
ASSISTANT CITY MANAGER
Zack Kyle was hired as the director of human resources by the City of Salisbury in 2009. He has more than 30 years of experience in local government with the cities of Galax and Radford, Virginia. His professional achievements with the City of Salisbury include implementation of a new classification and compensation plan for employees, updates to the employee performance review process, expansion of the Summer Youth Employment program and establishment of a pilot career days program for middle school students.
As Assistant City Manager, Kyle oversees the planning, parks and recreation, human resources, public services, engineering, transit, and downtown development departments, and advises on special projects with the city manager.
Kyle holds a bachelor’s degree in sociology from Radford University. He is a 2008 LEAD Graduate from the Weldon Cooper Center for Public Service, a 2010 graduate of Leadership Rowan, and a 2011 graduate from the University of North Carolina’s School of Government Municipal Administration Course. Also graduated from PLEA at N.C. School of Government at UNC in 2012.
Professional affiliations include past membership in the Virginia Municipal League Human Resources Advisory Committee and the New River Planning Districts HOME Consortium Board. In addition, he has served as Vice President of the Montgomery, Radford, Floyd United Way and has served the past two years on the Allocation Panel for the Rowan County United Way. Kyle was a past board member for Main Street Radford and is a current board member of the North Carolina Personnel Association. He became a credentialed manager thru ICMA in 2017. He was recently honored for 30 years of service at ICMA, and has served as a past N.C. ICMA board member.
