CITY MANAGER

Jim Greene Jr. 

Jim Greene Jr., a native of Lenoir, N.C., serves as Salisbury’s chief administrative officer, working directly with City Council on the affairs and needs of the city. He leads more than 400 full and part-time employees, and direct development, preparation and the presentation of the city’s annual budget. He also works closely with other local, state and federal governmental agencies to coordinate initiatives involved in providing cost-effective services to Salisbury residents, business owners and visitors.

Most recently, Greene served as an assistant city manager at the City of Raleigh, where he gained experience supervising Raleigh’s economic development, planning, development services, convention and performing arts centers, environmental sustainability, utilities and engineering services departments.

Greene also held management and budget positions with the City of Concord, City of Rock Hill, S.C., the City of Las Vegas, Nev., and the Government Finance Officers Association in Chicago.

He holds both a bachelor’s and master’s degree from UNC-Chapel Hill, and is a graduate of the University of Virginia’s Senior Executive Institute and International City/County Manager’s Association (ICMA) Gettysburg Leadership Institute.

ASSISTANT CITY MANAGER

Zack Kyle

The Assistant City Manager serves as the secondary executive officer for the City. The Assistant City Manager is hired by the City Manager and is responsible for assisting the City Manager in the day-to-day operations of the City and implementation of the goals established by City Council.

Zack Kyle was hired as the director of human resources by the City of Salisbury in 2009. He has more than 30 years of experience in local government with the cities of Galax and Radford, Virginia. 

As Assistant City Manager, Kyle oversees the planning, parks and recreation, human resources, public works, engineering, transit, and downtown development departments, and advises on special projects with the city manager.

Kyle holds a bachelor’s degree in sociology from Radford University. He is a 2008 LEAD Graduate from the Weldon Cooper Center for Public Service, a 2010 graduate of Leadership Rowan, and a 2011 graduate from the University of North Carolina’s School of Government Municipal Administration Course. He also graduated from PLEA at N.C. School of Government at UNC in 2012.

He became a credentialed manager thru ICMA in 2017 and has been an ICMA member for over 30 years.

Graham Corriher

CITY ATTORNEY

Graham Corriher

The City Attorney serves as a full-time attorney to manage legal matters in the city.

Corriher, a Rowan County native, is an honors graduate of N.C. State University and the University of North Carolina at Chapel Hill School of Law. At UNC, he was a Chancellors’ Scholar, a member of the Broun National Trial Team, and articles and notes editor for the law school’s First Amendment Law Review. Prior to attending UNC, he was a social studies teacher at North Rowan High School.

He began his law career with Tharrington Smith, LLP, in Raleigh. In 2014, he moved back to Salisbury, joining Koontz, Smith, & Corriher, as a staff attorney. Corriher has been a partner with The Woodson Firm since 2015. He has previously performed contract work on the city’s behalf.

Kelly Baker

Kelly Baker

Kelly Baker is the Administrative Services Director and City Clerk. Baker, who joined the city in 2003, has over 25 years of local government experience. Her current responsibilities include serving as the central citizen, legislative and government affairs staff member; coordinating citizen participation programs and projects; and facilitating, monitoring and tracking the outcomes and goals adopted by City Council. Baker holds a bachelor’s degree from Catawba College.

Anne Little

DIVERSITY, EQUITY & INCLUSION DIRECTOR

Anne Little

Anne Little is th City of Salisbury's Diversity, Equity & Inclusion (DEI) Director. In this role, she develops and facilitates a comprehensive DEI training module that can be used to improve the cultural competency of police employees and other city staff as needed. She also is staff liaison for the Fair Housing Committee

Prior to her position with the City, Little served as an adjunct instructor and coordinator of community education centers for Davidson County Community College (DCCC) in Lexington. There she oversaw DCCC’s Thomasville and Lexington Education Centers, leading community engagement, working with partner agencies on training and collaboration initiatives, and identifying and coordinating continuing education classes to meet community residents’ needs.

Prior to her work with DCCC, Little also served as a consultant with various government, public affairs and social concerns groups, as well as positions with the NCAA and Livingstone College. Little, a Salisbury native, holds a bachelor’s degree from Livingstone College.

Connie Snyder

Connie Snyder is the deputy clerk and senior administrative specialist in the City Manager’s office and is responsible for the administrative functions for the Administration team. Snyder has an Associate’s Degree in Applied Science and completed her Paralegal Technology Certification from Forsyth Tech Community College. She is a certified paralegal.

Community Action Planning

In order to reach our shared community goals, the City of Salisbury implemented the Community Action Planning program. Over 20 stakeholders were asked to assist in goal development and identified the following four areas of focus to move Salisbury forward:

Public Safety: Safer neighborhoods and healthier communities

Opportunities for Children and Youth: Increased high school graduation rate

Improved Community Relations: With the City and Law Enforcement

Workforce Development: Improved employment opportunities

Residents and community stakeholders are encouraged to continue to be part of the ongoing process, sign up to be on an action team and attend future sessions.
