Administration

The Salisbury Police Department Administration division consists of the Chief of Police, Deputy Chief of Police and three Captains. The administrative team is responsible for the day- to-day crime prevention strategies, fiscal responsibility, and overall administrative functions of the police department.

The Salisbury Police Department (SPD) is currently 100% staffed with 81 positions.

This includes 72 sworn staff, 6 FTO recruits, and 5 BLET recruits. There are 4 over hire positions, 2 of which are filled.

Accreditation


The department was accredited by CALEA in 2017, covering the period of 2014-2016.

The SPD is currently working towards the next Accrediting Cycle Review in 2020 and is on track for successful completion.

POLICE CHIEF

Jerry Stokes

Salisbury Police Chief Jerome "Jerry" Stokes has over 30 years of experience in law enforcement, most recently garnered as Deputy Police Chief in Lynchburg, Virginia.

During his tenure there he was a regional violent crime task force detective, the street crimes supervision team leader, a vice and narcotics investigations officer, K-9 enforcement team supervisor, the internal affairs manager and critical incident/ tactical response manager. There, Stokes also oversaw the department’s police investigate and administrative functions and citywide emergency management operations.

He is also credited with improving community policing and reducing drug and violent crimes in neighborhoods.

Chief Stokes received an associate’s degree in administration justice. He also earned a bachelor’s degree from Old Dominion University in 2013, where he was a member of the Golden Key Society.

Stokes obtained a graduate certificate in local government management from Virginia Tech. He obtained his Masters of Public Administration in December 2016 from Old Dominion University.

Major Shon F. Barnes serves as the Salisbury Police Department's Deputy Police Chief. During his nearly two-decade tenure with the Greensboro Police Department, Barnes held multiple positions such as a juvenile victim’s detective, sergeant of the commercial crimes squad, specialized subject control and arrest techniques instructor, and the commanding officer of three different divisions.

He continued on to become a law enforcement analyst for 97.1 WQMG and adjunct faculty for Guilford Technical Community College, Winston Salem State University, and North Carolina Agricultural and Technical State University (N.C. A&T).

Major Barnes holds a bachelor’s degree in history and pre-law from Elizabeth City State University, a master’s degree in criminal justice from the University of Cincinnati in Ohio, and a PhD in leadership studies/community and civic engagement from N.C. A&T.
